Approval Given for 2018 Tax Roll & Investment Policies, Aquatic Center Funding Finalized and Application to TEA for Extension as a District of Innovation Key Agenda Items for TISD Board of Trustees October 2018 Regular Session
Texarkana, TX – Texarkana Independent School District Board of Trustees met in regular session on Tuesday, October 16, 2018. Items reviewed and/or approved included:
*Approval of Vehicle and Bus Maintenance, Repair and Parts Service awarded to ARTEX Truck Center, Gateway Tire, Todd Shores’ McLarty Ford and Pratts Truck Service;
*Approval of 2018 Tax Roll from Bowie County Appraisal District which TISD taxes are based off of for the 2018-19 school year. This year’s total taxable value of $2.063 billion is $57 million higher than the previous year;
*Approval of Memorandum of Understanding between TISD and Community Services of Northeast Texas, Inc. Head Start Program for Pre-K programming at Paul Laurence Dunbar Early Education Center;
*Approval of investment officers (Anita Clay and Louisa Strutton) for TISD and investment training sessions for independent sources of instruction with TASB, TASA, TASBO, Texas University, Southwest Securities, Hibbs-Hallmark, William Hough & Company, First Southwest, University of North Texas and LOGIC;
*Approval to make no change to district policy which allows TISD to continue to invest district funds in certificates of deposit through one or more depository institutions, and to select one or more depository institutions for such investment;
*Approval to change date of November 2018 regular session of TISD Board of Trustees meeting from November 20, 2018 to Tuesday, November 27, 2018 at 11:30 a.m. at the TISD Administration Building, 4241 Summerhill Road;
*Approval to adopt an order authorizing the issuance of Time Warrants, Series 2018 in the approximate amount of $92,000 per year and approval to adopt a resolution authorizing the issuance of a Maintenance Tax Note, Series 2018A of approximately $78,000 per year. Funds will be used for the estimated $2 million in renovation costs of the Texarkana College Aquatic Center which has been approved by Texarkana College and TISD for a 30-year lease agreement beginning January 1, 2019 and ending on December 31, 2048. The lease, in the amount of $10 along with other good and valuable considerations per year paid in advance, will place interior building maintenance and renovation costs with TISD in order for them to continue their successful state award winning TigerSharks Swim Program. Beginning January 2019 through August 2019, the Aquatic Center will be closed to the public for renovations. Announcements of times/dates for public use effective September 2019 will be made toward the latter part of summer 2019.
*Approval of a resolution to initiate a second process of designating TISD as a “District of Innovation” as defined by House Bill 1842.
The District of Innovation concept was passed by the 84th Legislative Session in HB 1842 in 2015 and gives traditional independent school districts most of the flexibilities available to Texas’ open enrollment charter schools. School districts in Texas can now seek designation to allow the district to access exemption from certain requirements of the state plan. Innovation plans are more about local school district control. TISD was approved by TEA to be a District of Innovation through December 2022. With the second process, the district should be approved as a District of Innovation through December 2024.
*Approval of lease agreement with Texarkana College for the Physical Science Building at $1 per year along with provisions of approximately $9,000 in advertising rights system-wide as agreed annually between the two parties. TISD currently houses their OPTIONS Academic Alternative High School within the Physical Science Building.
