April 2020 Board of Trustees Meeting Addresses Grading Policies, Professional Development Vendors, Appraisal Waivers and First Budget Reading

Texarkana, TX – For the April 21, 2020 regular meeting of the TISD Board of Trustees, the following items were considered/approved.

*Superintendent’s Information to the Board included list of local policies (EI Local, EIA local, EIC Local and EIE Local) that have been revised during COVID-19 related to grading, promotion and class rank. Grading information for the 2019-20 school year has been sent to parents/guardians via email. Details along with policy updates can be found at

*Approval of items as surplus. Items no longer useful to the District but still have value and can be sold were declared as surplus. Listing includes: Genie Lift and Computer Carts. Items will be sold at a later date through an online auction at Rene’ Bates Auctioneers, Inc. Interested persons can bid, at that time, on items at or visit the TISD website at which will take you directly to the district’s page on the online auction site.

*Approval of cooperative quote for E-rate network electronics with CDWG at $1.13 million for 5 years. Expenditure will be filed through the E-rate program with reimbursement anticipated at 80% of the expense.

*Approval of proposal from T&N Fence Construction for $61,110 for fencing at Texas High School. The fence will enclose the boundary parameters starting at the Tiger Golf Center (off of Cowhorn Creek) and continue down to Tiger Drive.

*Approval of proposals for educational professional development, consulting, coaching and facilitation service vendors for the period of April 22, 2020 to April 21, 2021. Recommended vendors include: 806 Technologies, Eduphoria, Faye Whitlow, Franklin Covey, It’s Elementary Math Consulting, Leach’s Literary Training, Lead4ward, Successed and Voyager Sopris Learning.

*Approval of Appraisal Waiver for 2019-20 due to COVID-19 school closure. With the closing of schools and the use of alternate instructional models to deliver at-home instructions, TISD will be unable to complete the teacher appraisal process or part of the appraisal process for the 2019-2020 school year. The filing of the waiver allows for districts gives school districts the authority to complete appraisals via video and electronic means while at the same time waiving appropriate required deadlines. Appraisals unable to be completed for the 2019-20 school year will be documented for reasons due to COVID-19 school closure.

*Approval of First Reading of Budget for 2020-21 school year. Projections feature a $1.043 million deficit on a $72.3 million budget with expenditures at $73.3 million. Changes are anticipated as the budget process continues. The Second Reading of the budget will be May 19, 2020 with the Third Reading and Final Approval during the June 30, 2020 Board of Trustees meeting.

With the implementation of HB 3, TISD’s total tax rate for 2020-21 will decrease to $1.05 for Maintenance & Operations (M&O) and $.255 for Interest & Sinking Funds (I&S) which is used to repay bonded indebtedness and other debts.
