Short Agenda for October 2020 Regular Meeting of TISD Board of Trustees
Texarkana, TX – The October 2020 regular meeting of the TISD Board of Trustees included discussions on investments, tax roll and bilingual education.
*Approval of Resolution for Investment Officers & Training Locations. State law requires that school districts review and approve the investment officers of the district and the list of training locations. The investment officers must receive ten (10) hours of training every two years in the area of investment to be in compliance with state law. Approved training sessions via independent sources of instruction include: Texas Association of School Boards, Texas Association of School Administrators, Texas Association of School Business Officials, Southwest Securities, Hibbs-Hallmark, William Hough & Company, First Southwest, University of North Texas and Local Government Investment Cooperative;
*Approval of Resolution for Certificates of Deposit to be Purchased by District from Various Financial Institutions. There will be no change to district policy which allows TISD to continue to invest district funds in certificates of deposit through one or more depository institutions, and to select one or more depository institutions for such investment;
*Approval of Bowie Central Appraisal District 2020 Tax Roll. This year’s total taxable value of $2.272 billion will offer a total tax levy of $29 million.

*English as a Second Language and Bilingual Education Annual Report.
During the 2019-20 school year, TISD supported 600 English Language Learner students through the Bilingual Education and English as a Second Language (ESL) programs. TISD’s bilingual students in grades Pre-Kindergarten through fifth are served on the Highland Park Elementary and Nash Elementary campuses through a dual-language one-way program using the Gomez & Gomez Dual Language Enrichment Model. Six ESL teachers serve the bilingual student population by providing push-in, pull-out and newcomer services.
The next meeting for the TISD Board of Trustees will be Tuesday, November 17, 2020.
