TISD Board of Trustees Meeting for April 2021 Includes Vendor Proposals, Instructional Materials Allotment and First Reading of 2021-22 Budget

Texarkana, TX – Texarkana Independent School District Board of Trustees regular session for April 20, 2021 included review of several vendor proposals, instructional materials allotment and First Reading of Budget for 2021-22.

*Approved Building Materials, Hardware, Supply and Equipment Vendors. Recommended vendors are: Wholesale Electric and Dealers Electric (Electrical), Commercial Contract Flooring and Sherwin Williams (Flooring), Sherwin Williams (Paint);

*Approved Items as Surplus. Items no longer useful to the District but still have value and can be sold were declared as surplus. Listing includes: 2008 Ford Crown Victoria, 2005 Ford Crown Victoria, Icom Radio Repeaters, Motorola Radio Repeaters, Assorted Brands of Hand Held Two-Way Radios and Mobile Radios with Power Supply; Items will be sold through an online auction at Rene’ Bates Auctioneers, Inc. Interested persons can bid on items at www.renebates.com or visit the TISD website at www.txkisd.net which will take you directly to the district’s page on the online auction site;

*Approved Educational Professional Development, Consulting, Coaching and Facilitation Services Vendors. Recommended Vendors are: 806 Technologies, Inc., Betty and Leonard Phillips Deaf Action Center, Curriculum Management Solutions, Eduphoria!, Faye Whitlow, Focus 5, Franklin Covey, Frontline Education, Leach's Literacy Training, Lead4ward, Learning Forward Texas, n2y, New Teacher Center, Pam Harris Consulting, Stephanie Boyce & Associates, Susan Van Hoozer, Teaching and Learning Educational Consulting, Teachtown, The Behavior Exchange, Voyager Sopris Learning;

*Approved Facility Assessment Services. Recommended Vendor is Corgan Associates at a price of $87,500. Work to begin for existing facility assessments and long-range planning services;

*Approved Maintenance and Construction Contracted Services Vendors. Recommended Vendors are: Commercial Contract Flooring (Flooring); Glass Doctor of Texarkana and Modern Glass (Building Glass, Storefronts), H&K Electric and R&W Electric (Electrical), Jack Yates Drywall, (Drywall, Ceiling Grid, Paint), Reliance Mechanical (Plumbing, HVAC), Texarkana Tent and Awning (Canopy Walk-way Covers);

*Approved Truck for Texas High School. To be used for Agriculture Department. Approved Vendor Coleman Motors for $56,649;

*Approved Instructional Materials Allotment and TEKS Certification for 2021-22. Texas Education Code requires each school district’s Board of Trustees to certify annually that the instructional materials selections transmitted through the state EMAT system have been approved for use in the district. These selections may include textbooks, technology and other instructional resources. The certification also states that the district’s instructional materials allotment from the state will be used only for expenses allowed by the Texas Education Code and that the instructional materials will cover all elements of the essential knowledge and skills of the required curriculum;

*Approval of TISD Compensation Plan Amendment – Teacher Incentive Allotment (TIA). The newly developed Teacher Incentive Allotment for TISD was reviewed during the March 23, 2021 regular session. Upon approval of the TIA Amendment, the locally-developed teacher designation system, detailed in TEC §21.3521, will give TISD teachers access to additional compensation based on the local identification of teachers as master ($12,000 - $32,000), exemplary ($6,000 - $18,000) or recognized ($3,000 - $9,000). The local teacher designation system will consider teacher evaluation and student growth outcomes. Once earned, the teacher designation is applied to an individual’s teaching certificate and is valid for a five-year period.

Teacher participation is voluntary. Interested eligible teachers will complete a brief application process to participate;

*Consideration of First Reading of Budget FY 2021-2022. Projections feature a $1 million deficit on a $73.3 million budget with expenditures at $74.3 million. Changes are anticipated as the budget process continues given the Texas Legislative session does not end until May 31. The Second Reading of the budget will be May 25, 2021 with the Third Reading and Final Approval during the June 29, 2021 Board of Trustees meeting.

TISD’s total tax rate for 2021-22 will remain at $1.05 for Maintenance & Operations (M&O) and $.255 for Interest & Sinking Funds (I&S) which is used to repay bonded indebtedness and other debts.

The next meeting for the TISD Board of Trustees will be Tuesday, May 25, 2021.
