Texarkana ISD Holds Public Hearing on Use of Unspent 2024 Bond Proceeds

Texarkana, TX — The Board of Trustees of Texarkana Independent School District held a public hearing regarding the proposed use of unspent bond proceeds from the Unlimited Tax School Building Bonds, Series 2024, for purposes other than those specifically outlined in the original bond propositions approved by voters in November 2022.

In 2024, the Board called an election to seek voter approval to issue bonds for two primary purposes. Measure A authorized the designing, constructing, renovating, improving, upgrading, updating, acquiring, and equipping of school facilities; the purchase of necessary sites for school facilities; and the purchase of new school buses. Measure B authorized the designing, constructing, renovating, improving, upgrading, updating, acquiring, and equipping of a Career and Technical Education Center.

During the hearing, Chief Operating Officer Todd Marshall shared that all projects encompassed by the 2022 Bond Program have been successfully completed on time and under budget. Due to strong fiscal management, careful project oversight, and favorable investment returns, the district has remaining bond proceeds available.

Under Texas law, a public hearing is required before the district may use unspent bond funds for purposes not specifically outlined in the original voter-approved propositions. The proposed use of the remaining funds would address immediate facility needs and help prepare for deferred maintenance costs across the district.

District leaders emphasized that using these existing funds will not result in any additional tax increases or financial impacts on taxpayers. The funds in question are already available, and the district is committed to using them responsibly to address pressing facility needs.
